The U.S. Environmental Protection Agency (EPA) states that, “Childhood lead poisoning remains a major environmental health problem in the U.S" Lead based paints are one of the most common sources of lead that still exists today on painted surfaces, decades after their use was banned.

Many building renovation activities such as sanding, cutting and demolition can create environments that expose children, workers and others to lead dust. The EPA’s Renovation, Repair and Painting (RRP) Rule that went into effect April 22, 2010 has property managers and building contractors across the United States busy working to comply with the regulations.

According to the EPA, “…federal law will require that contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and follow specific work practices to prevent lead contamination.”

The RRP Rule allows properties that have been declared lead-free by a certified inspector to not need additional testing. This has caused many property owners to have their properties tested now, so they will not run into issues down the road. Failure to comply with the RRP Rule allows the EPA to seek civil fines of $37,500 per offense for violations.
