TestAmerica’s William Elcoate, Ambient Air Product Manager and technical expert on emerging air regulations, will speak on the latest developments of landfill gas testing at the 2010 Missouri Waste Control Coalition (MWCC) Environmental Conference. The presentation will be given on June 22, 2010 in Lake of the Ozarks, MO.

The U.S. EPA has been issuing tighter regulations surrounding gas emissions for new, operating, and closed landfills. With increasing regulatory attention towards greenhouse gas and air toxic emissions from landfills, data quality is of paramount importance. The utilization of landfill gas as an energy resource has driven the expansion of testing methods used to evaluate gas characteristics for power system design, as the amount of atmospheric emissions can vary. This is dependant on the waste materials historically placed in these landfills.

Under the Air technical session, Mr. Elcoate’s presentation will review the regulatory environment surrounding the evaluation of gaseous landfill emissions, address analytical methods, and laboratory procedures to ensure that testing results are relevant and accurately representative.

Mr. Elcoate has over 20 years of experience in the environmental laboratory testing industry. His current responsibilities include being the technical and regulatory support for TestAmerica’s Air Programs, reviewing current and emerging ambient air regulations and evaluating the needs for testing support. In that capacity, he reviews State & Federal regulations, rules and guidance for air programs, and works with TestAmerica operations to develop capabilities and services to support them.
