VIP Systems(TM) to Participate in the Homeland Security Mission

HOUSTON, TX, 01/19/2005, First Capital International, Inc. (OTC BB: FCAI), the Designer and Manufacturer of its prepackaged VIP Systems™ (www.VipSystems.us) -- a state-of-the-art Video Surveillance Security Solution -- announced today that the Company will be participating in the Homeland Trade Mission to Russia scheduled in February 2005.

This Mission will be led by Congressman Curt Weldon -- the Vice Chairman of the House Armed Services Committee -- and will be sponsored by the Russian State Duma Committee on Security in Russia. Additionally, VIP Systems™ Technology will be exhibited as a part of the U.S. Government Pavillion.

“This Event will allow us to exhibit and feature our anti-terrorist technology to the highest level participants from over 30 countries,” said Alex Genin -- CEO and president of the Company. Mr. Genin went on to further state: “We believe that Russia represents one of the most important security markets in the world -- and with the new announcement to spend over $10 billion on Homeland Security -- it could rapidly become a new marketplace for our technology.”

The Company will display its technology jointly with TRC Security LP, a U.S.-based world leader in security custom solutions and asset protection projects worldwide. The Security and Safety Technology Forum in Russia will have more than 25,000 attendees from 30 countries with this Event being greatly supported by both the U.S. and the Russian Governments.
