The FDA’s Office of Cosmetics and Colors states, “… a cosmetic manufacturer may use almost any raw material as a cosmetic ingredient and market the product without an approval from FDA”. The level of toxicity in any ingredient is determined by the Cosmetic Ingredient Review (CIR) panel which is operated by the skin care industry and participation is voluntary.

In a six month study, the Environmental Working Group analyzed 7,500 skin care and cosmetics products and reported that only a mere 28 of those were completely assessed for safety by the Cosmetic Ingredient Review group. This means that 7,472 contain at least one - and usually many more - ingredients whose safety has never been evaluated.

Some people scoff at the idea that these products might be dangerous because we use relatively small amounts on our skin. But most people use multiple products every day, so the risk can be high. A survey of 2,300 people, conducted as part of the Environmental Working Group research, indicates that the average adult uses nine personal care products each day, containing 126 unique chemical ingredients. The truth is that no one - no one - has any idea what these toxins are doing to the human body.
