Hongkong, August 1 - 2, 2009 -- In April 2008 the treasure book “H.H. Dorje Chang Buddha III” was formally presented to the National Library of Congress in Washington, DC. This marked the introduction to the West of a buddha who had returned to this world. The book explains just who Dorje Chang Buddha is, the relationship of this buddha to the historic Shakyamuni Buddha, and how many dharma kings and great rinpoches recognize this holy being as an incarnated buddha based on his accomplishments and level of realization. The third person to serve as the leader of the Nyingma sect, Penor Rinpoche, told Venerable Zhaxi Zhuoma Rinpoche that “because this is the Dharma Ending Age, it is good that such a high being has incarnated.”

The book also contains several discourses given by H.H. Dorje Chang Buddha III and provides testimonials from disciples who had received empowerments from this holy being. This amazing Buddha expounds the true Buddha-dharma that can liberate and eliminate suffering in this lifetime, and the book documents all of this. Release of this book also created a groundswell of interest from those who wanted to hear these teachings, become empowered, and learn more about the miraculous events associated with H.H. Dorje Chang Buddha III such as the bestowing of nectar from other realms, the raising from the dead of humans and nonhumans, the physical changing of objects based on verbal commands, the opening of the crown of disciples so as to enable their consciousness to come and go at will through the Vajra Substitution Body, the ability to telekinetically move objects, the realization of the rainbow body state after a few hours of practice, the ability to raise one’s body temperature to almost 200 degrees—the list could go on. Thousands of temples, institutes, and dharma centers have sprung up where people could gather to listen to the recorded discourses and see videos of many of these events.

The International Buddhism Sangha Association (IBSA), headquartered in San Francisco, is responsible for the release of these holy discourses and videos. In order for the distribution to proceed in an orderly and appropriate manner, the IBSA conducted a certification process to test those who were leaders of these Buddhist organizations to make sure that they understood the basic principles of the dharma and could correctly introduce these teachings to others. The first exam was held in San Francisco in April 2009 with almost three hundred men and women being certified as Masters of Dharma-Listening Sessions and three as Acharyas. On August 1, 2009 the second exam was given in Hongkong with one thousand Buddhist leaders being certified as Masters of Dharma-Listening Sessions and fifty as Acharyas.

Venerable Zhaxi Zhuoma Rinpoche, a close disciple of H.H. Dorje Chang Buddha III, formed the Xuanfa Institute in California to establish dharma centers and temples where westerners could hear preliminary translations of these discourses. Under the auspices of the IBSA, the rinpoche toured forty-two states, making over sixty presentations to various groups about how this incarnated buddha was living in America and how one could enter the true dharma of liberation. The rinpoche will continue this tour in the fall, completing a visit to all fifty states and reading a preliminary translation of a sutra on emptiness written by His Holiness when He was quite young. This will include presentations in Alaska, Idaho, Montana, South Dakota, North Dakota, West Virginia, Pennsylvania, Delaware, Maine, South Carolina, North Carolina, Arkansas, Oklahoma, and New Mexico.
