About the Author

From 1949 until 1995, Ellen C. Collier worked as a specialist in US foreign policy in the Congressional Research Service of the Library of Congress. Her studies on foreign policy and war powers were published by the Senate Foreign Relations and House International Relations Committees. She earned her bachelor’s degree from Ohio State University and master’s degree from American University. She is also a graduate of the National War College.
