Cleanup Settlement Reached for Superfund Site in Los Angeles County

Late last month, the U.S. Environmental Protection Agency (EPA) and the Department of Justice announced that a group of 40 parties have agreed to conduct the cleanup of the Cooper Drum Superfund Site in South Gate. The settlement includes $22 million in new cleanup activities and reimbursements to the EPA for past cleanup activities.  

South Gate is the 17th largest city in Los Angeles County. The Cooper Drum site is a 3.8 acre facility that was used from 1941 until 1992 by a company to recondition closed-topped steel drums that previously held industrial chemicals. According to the EPA, the reconditioning process consisted of flushing out and stripping the drums for painting and resale. Fluids generated by reconditioning and hard washing activities were collected in open concrete pits and trenches. This led to the contamination of soil and groundwater beneath the site.  

Spilled and leaked chemicals included volatile organic compounds (VOCs) such as trichloroethylene (TCE).  Other soil and groundwater contaminants at the site include lead, polychlorinated biphenyl (PCB) and petroleum hydrocarbons. The EPA reports, “Drinking high levels of TCE may cause damage to the nervous system, liver and lungs. PCBs are a known human carcinogen and may cause a variety of other adverse health effects on the immune, reproductive, nervous and endocrine systems. Long term exposure to lead can lead to kidney problems or high blood pressure.”
